Ronald Reagan enjoys a light moment with Mobutu Sese Seko, the dictator of the Congo, during a White House visit. Partially because of American assistance (he was a staunch anti-communist), Mobutu ruled in the Congo for decades, becoming one of the most corrupt rulers in the world. He and his cronies found myriad ways to siphon money away from the Congolese people – Mobutu died worth billions, owning a Concorde jet and real estate all over the world.
